Dr Praveen Tiwari retired from the Indian Audit and Accounts Service (IAAS: 1985) in January 2021 as Deputy Comptroller and Auditor General in the rank and pay of Secretary to Government of India. In November 2021, he was appointed Member of the Central Vista Oversight Committee. In March 2022 he was appointed as a Full-Time Member of the National Financial Reporting Authority (NFRA), a statutory body that regulates auditing and accounting in India. He completed his three-year term in NFRA on 27 March 2025.

Dr Tiwari has around 40 years’ experience in auditing, accounting and financial sector regulation and supervision at the national and international levels. As Deputy Secretary in the Ministry of Finance (1994-97), he dealt with insurance sector reforms in India including the recommendations of the RN Malhotra Committee on insurance reforms. He was the key person in establishment of Interim Insurance Regulatory Authority and was the Government nominee director on the Board of the National Insurance Company. During 2001-2006, he held the statutory positions of Superintendent of International Insurance and Supervisor of International Banks and Trust Corporations in Antigua and Barbuda, West Indies. He regulated banks and insurance companies spread over the Americas and Europe, implemented Basel standards, coordinated Antigua’s banking sector evaluation by the IMF, and supervised banks operating from the USA, Brazil, Panama, Venezuela, Uruguay, Austria and Switzerland. He also worked on drafting a model insurance law for the OECS countries, and worked closely with the US Federal Reserve, Office of the Comptroller of Currency, Financial Stability Institute and the IMF on technical assistance projects. From 2009-2011, he worked as Executive Director in the Pension Fund Regulatory and Development Authority (PFRDA).

During 2011-16, Dr Tiwari was Director of the Financial Intelligence Unit (FIU-India), where he dealt with financial institutions like banks, insurance companies and capital market intermediaries, and Designated Non-Financial Businesses and Professions for their compliance with anti-money laundering and combatting the financing of terrorism obligations. He represented Asia on the Executive Committee of the Egmont Group of FIUs, an international organization with membership of over 150 countries. He established a state-of-the-art IT system in FIU-India for receipt, analysis and dissemination of financial intelligence. Dr Tiwari was a key person connected with India’s evaluation for the membership of FATF. He was also a member of the SIT on Black Money. He has participated as financial and legal experts in the mutual evaluations of Belize, Jamaica and Bhutan. During 2019-20, Dr Tiwari worked with the Caribbean Financial Action Task Force (CFATF) in Port of Spain where, besides leading the Mutual Evaluation of the Cayman Islands, he contributed to the evaluations of Barbados, St. Lucia, and St. Vincent and Grenadines.

In NFRA (2022-2025), Dr Tiwari regulated accounting and auditing sector in India and co-authored more than 90 adjudication orders for professional misconduct of statutory auditors, including their failure to report corporate frauds.

Dr Tiwari has been Accountant General of three states (Tripura, Manipur and West Bengal); and Directors General of Defence Audit, Strategic Management and International Relations in the CAG of India. He has dealt with international standards on public auditing and coordinated audit of the UN and its specialized organizations like FAO, WHO, UNICEF, UNHCR, UNOPS, UNU, WIPO and UN Peacekeeping Operations etc. He has personally headed audits to UN headquarters, and UN missions in Afghanistan, Iraq, and Lebanon.

Dr Tiwari has a Doctorate in Business Administration (Finance) and Master’s degrees in Economics and Geology. His professional qualifications include Chartered Financial Analyst (CFA), Certified Financial Sector Auditor (USA), Certified Internal Auditor (USA) and Certified Anti Money Laundering Specialist (USA).
