R. Subrahmanyam is a Distinguished Fellow at Pahle India Foundation. He is an Indian Administrative Service officer who has served the country for 37 years, starting in 1985. He has covered the entire gamut of the social sector from tribal development, poverty alleviation to education. He is currently a member of the Centre for Research in Schemes and Policies (CRISP).

He was involved in redesigning the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), bringing in IT tools, improved outcomes and real time monitoring of the program. As Education Secretary, he led the preparation of the National Education Policy 2020, alongside academicians, experts and various other stakeholders.

He has established several institutions for improved program delivery such as Higher Education Financing Agency, National Testing Agency etc.

Mr. Subrahmanyam completed his MA in International Relations from Jawaharlal Nehru University and did another MS in Macroeconomics from University of Bradford with a Commonwealth Scholarship.
